Our practice is in part about getting these sometimes disparate entities to be compatible.”

Duane is a founding shareholder and Principal with Rincon Consultants with primary responsibility for the expanding biological services practice. However, Duane has broad experience in other scientific fields and so acts as a senior principal in the environmental planning and the site assessment practices as well. He is well-versed in all aspects of environmental planning and biological consulting and is especially adept at directing technical studies and report editing. He has prepared environmental documents under CEQA and NEPA for over 30 years, from small projects to city and county-wide assessments. His biological expertise includes state and federal Endangered Species Acts requirements, jurisdictional wetlands analysis, biological permit regulations, and the preparation and implementation of Habitat Mitigation Monitoring Programs. He is adept at air quality, noise, hydrology, and health risk assessment studies, and is available to assist with anything that may arise at Rincon. Duane has provided public testimony, led public hearings and meetings, and served as an expert witness during litigation. He also is skilled with numerous computer programs and the use of GIS to provide analytical solutions.
