Joe is a Principal with Rincon and also manages the environmental sciences and planning group. A seasoned veteran in the environmental consulting field, Joe is a published author, skilled public presenter and moderator, and an expert in interpreting state and federal planning and environmental law. Joe is especially adept at developing environmental documentation that is informative, readable, and legally defensible. Joe has managed or primarily authored successful planning and environmental studies on projects ranging from affordable housing to urban redevelopment to citywide transportation systems. He co-authored A Planner's Guide to Sustainable Development, an APA Planning Advisory Service Technical Report that provides guidance to the practicing planner in initiating and implementing local sustainable development programs. He has managed several large-scale General Plans, each of which required a public outreach campaign that Joe spearheaded.
