Los Angeles County Property Phase I Environmental Site Assessment - County of Los Angeles Community Development Commission

Rincon conducted a Phase I Environmental Site Assessment for a portion of a city block in Los Angeles County for the proposed development of a day care center. The fenced vacant lot contained several soil piles of unknown origin. Historic aerial photographs showed a gasoline service station present onsite from 1929 through 1951, and an auto repair facility present onsite from 1950 through 1966.

Rincon completed a Phase II ESA at the property to determine if underground storage tanks (USTs) and associated piping were located at the site and to determine if soil contamination from the presence of the former gasoline station had occurred. The geophysical survey resulted in the identification of two large subsurface anomalies with signatures similar to tanks. The results of the backhoe exploration revealed the presence of three 500-gallon USTs and associated piping. The results of soil and groundwater sampling and analysis showed that petroleum hydrocarbon constituents were present. The three USTs identified during the site assessment were properly abandoned under the oversight of the County of Los Angeles Department of Public Works (LADPW) and the Los Angeles County Fire Department. Following the tank removal, contaminated soil was removed and environmental closure was obtained.
