Downtown San Diego Property Phase I Environmental Site Assessment - Centex Homes

Rincon Consultants was contracted to complete a Phase I ESA for a property in Downtown San Diego that was developed with automotive repair facilities, a sheet metal storage and packaging facility, and a metal shop. Several historical sources were reviewed including fire insurance maps and city directory listings and agency records regarding hazardous material releases located nearby were reviewed at the Regional Water Quality Control Board and San Diego County Department of Environmental Health.

The Phase I ESA concluded that four RECs in connection with the subject property were present including the former use of the subject property as a laundry and dry cleaning facility, the current use of the property as automobile repair facilities and a machine shop, the presence of soil contaminated with petroleum hydrocarbons and volatile organics at the site as described in the agency records, and the onsite presence of a 550-gallon steel UST.

Rincon completed a Phase II Assessment which included soil and groundwater sample collection using a Geoprobe and hollow stem auger sampling systems and analytical testing using offsite laboratory facilities. Based on the results of our Phase II ESA, we estimated that approximately 7,000 tons of soil impacted with various contaminants above anticipated threshold clean up levels existed beneath the property. Rincon prepared a preliminary remediation cost estimate for the property that outlined cost effective strategies to remediate the property while maintaining compliance with local and State environmental laws and regulations. The cost estimate evaluated several redevelopment plan scenarios including human health risk assessment calculations if soil contamination would remain in place beneath the proposed structures.
