Baldwin Park Transit Center Apartments

Rincon Consultants prepared the CEQA and NEPA documentation for the proposed Baldwin Park Transit Center Apartments project. The project involves the development of mixed-use complex with 70 affordable apartment units, retail space, and community services space. The transit-oriented development (TOD) is situated immediately north of Baldwin Park City Hall and the Baldwin Park Metrolink Station and parking structure. It provides high-density housing adjacent to Metrolink’ s San Bernardino Line, linking Los Angeles Union Station with the downtown Riverside station. Numerous Foothill Transit bus routes also serve the site and the Metrolink station. An Initial Study-Mitigated Negative Declaration (IS-MND) provides CEQA documentation, and an Environmental Assessment and Finding of No Significant Impact (EA/FONSI) provides NEPA compliance. Environmental documentation under NEPA is required because federal funding via the Department of Housing and Urban Development (HUD) for the project anticipated. The IS/MND and EA/FONSI included project specific air quality modeling results to determine the effects of the proposed project. A Health Risk Assessment (HRA) was also prepared to determine the potential impacts of placing the proposed development adjacent to the existing Metrolink rail line.
