The City of Pasadena selected Rincon to prepare a comprehensive inventory of GHG emissions resulting from local government (municipal) and community-wide activities. As part of the project, Rincon inventoried GHG emissions for the 2009 baseline year and conducted emissions forecasts for the years 2020 and 2035 (consistent with the AB 32 target year and the City’s General Plan horizon year). The inventory was prepared according to ARB-approved protocols, including the Local Government Operations Protocol and the ICLEI Community-wide Protocol.  GHG emissions were calculated using the ICLEI Clean Air and Climate Protection (CACP) software. The community-wide inventory quantified GHG emissions resulting from activities in the following sectors: built environment (residential, commercial, and industrial energy), on-road and off-road transportation, solid waste, water, and wastewater. The municipal inventory quantified GHG emissions from activities in the following sectors: municipal buildings and facilities, public lighting, water transport, wastewater treatment, power generation facilities, vehicle fleet and mobile equipment, transit fleet, employee commute, city disposed solid waste, and refrigerants. Rincon also developed a list of best practices that will be used to develop a climate action plan.
