Rincon prepared the City of Vista Climate Action Plan to reduce the City of Vista’s greenhouse gas emissions consistent with Assembly Bill (AB) 32 and to mitigate the potential climate change impacts of their General Plan Update. As part of the plan development process, Rincon updated the City’s greenhouse gas emissions inventory and forecast based on standard protocols, identified an emissions reduction target consistent with AB 32, analyzed potential greenhouse gas emission reduction and adaptation measures, and implemented a comprehensive public outreach program. To ensure the final set of measures would be feasible to implement and cost-effective, each measure was evaluated based on its greenhouse gas reduction potential, costs, savings, co-benefits for other programs and local priorities, available funding, stakeholder support, and potential for regional collaboration and/or cost-sharing. Rincon also prepared a detailed implementation and monitoring program for the Climate Action Plan. The project was completed on schedule and within budget.
